
Frank Courtney is Chairman of Merganser Consulting. Frank has been working in the international education field for forty years, so he has a good idea what works and what doesn’t. He started as a teacher in a secondary school in Bristol, then moved to work in teacher education in Manchester, following which he became an education officer in local education authorities in south west England. During his twenty years as an education officer, managing schools and colleges, he began to get involved in supporting schools in developing their international work.
He then managed a wide range of initiatives, initially within the local authorities, later in the corporate schools support sector, and most recently in Merganser. He has managed projects for the World Bank, the European Commission, the UK Departments for International Development, the Department for Education and the Foreign Office, the Caribbean Development Bank, and other organisations.
